Do handhelds count as gaming platforms?

I'm not trying to take the piss. What I'm trying to say is some games are coming to PSP Vita and Playstation 3 such as Modnation Racers, Little Big Planet and Resistance, so if the PSP Vita is a platform then that means those games are multiplats and no longer exclusives to the PS3 right?
