Does the flynn effect mean that nurture is more important than nature in creating intelligence?

If by nurture you mean education from schooling, the answer is a qualified yes. People who have been taught new science discoveries and technology will naturally be smarter than someone who only knows how to scratch the ground with a stick and hope a seed will grow.
